CARE parents and teachers and students are calling upon our
School Committees across the state to exercise their authority to grant high
school diplomas to qualified seniors, regardless of their MCAS scores.
We trust that local school systems, under the guidance of their
superintendents and elected School Committees, are much better able to determine
the full range of a student's learning and achievements and contribution to the
community than the distant state Department of Education, using only a single
standardized test-especially one as flawed and controversial as the MCAS.
The Massachusetts Association of School Committees voted 97-27 at its annual
convention on October 30, 2002 for a Brookline resolution affirming the right of
school committees to grant diplomas regardless of MCAS. Many school boards are
expected to take the next step in the coming months by voting to continue the
180 year tradition of granting diplomas to qualified seniors based on local
requirements and not the results of a single standardized test.
